Band 7 Fluency means you "speak at length without noticeable effort." But "at length" is not "for a long time saying nothing." The examiner rewards relevant extension. The simplest engine is Point → Reason → Example: answer, say why, give one concrete example. Three sentences and you sound fluent and organised.
